Telecom Technical Project Manager and Field Engineer

Joint Base Andrews, MD  /  DC Metro  /  Travels to market sites

My expertise in telecommunications spans 25+ years. Nine on cell sites as a field engineer. Three as a senior technical PM at AT&T running nationwide LTE and 5G programs. I am your solution to get things done proactively. Not reactively.

Telecom, safety and standards, and process. That is the work I care about. I keep cell sites in service, keep vendors on process, and get the paperwork right the first time. Available for contract PM, site QA, CBRS CPI, and field reporting setup.

What I do for contractors

Four service lines

I did this work for carriers and OEMs for 25 years. Now I do it for GCs, subs, and integrators who need it done right and don't want to add a full-time hire for it.

Technical PM and vendor management

At AT&T I was the point of contact between my manager, the director, and the field for anything cell site related that could affect a project. Two construction vendors, 10 to 15 projects each every one to two weeks. I ran the vendor calls, kept construction dates aligned across three databases, created and updated the outage tickets, and said no when the process called for it. Then I owned the decision.

  • Outage tickets and the 5-business-day notice process, followed every time
  • Standing vendor calls twice a week with the project coordinator and PM
  • Work orders, PO tracking, decommission requests, weekly status to leadership
Best for: multi-site programs with two or more vendors and no dedicated PM.

Site audit and QA

Before a crew rolls, I confirm the site is ready. After the work, I check the photos and the documentation and pass or fail the repair. At AT&T I tracked corrective actions in Swift Trac, ran the post-repair review, and sent the vendor back when the work didn't meet standard.

  • Site readiness checks before dispatch
  • Post-repair review from photos and documentation, pass or fail
  • JHA review and OSHA-30 safety walks. Landlord and property owner complaints investigated and closed
Best for: subs getting closeouts kicked back, GCs auditing a new vendor.

CBRS CPI and RF safety

CPI certified through Federated Wireless, valid to October 2029. I handle CBSD registration and CPI sign-off for private LTE and neutral host builds. RF safety training is current as of November 2025. I review PIM and sweep results from the tester's own reports, not a summary.

  • CBSD registration and CPI sign-off
  • RF safety and signage documentation
  • PIM and sweep test review
Best for: private LTE, neutral host, in-building and venue work.

Field reporting and closeout setup

Crews don't like paperwork and the office doesn't like chasing it. I set up the daily field report and closeout templates to match the customer's format, build the photo and test checklists, and automate the handoff with n8n, ClickUp, and Google Workspace. I built the NETWERKS64 bundles the same way.

  • DFR and closeout templates matched to the customer's format
  • Photo, test, and as-built checklists
  • Workflow automation with the tools you already run
Best for: crews of 5 to 50 losing billing days to paperwork.

Senior Technical Project Manager, Construction and Engineering

AT&T, Columbia, MD

Point of contact between my manager, the director, and the field for anything cell site related that was a concern or could become one. Directed 400+ site rollouts across nationwide LTE and 5G programs.

  • Managed two construction vendors averaging 10 to 15 projects each every one to two weeks: site access, meetings, and schedules
  • Created outage tickets and kept them updated across three databases so vendors could work. Enforced the 5-business-day notice rule. Told a vendor to stand down when a request didn't meet it
  • Ran my own Teams calls Mondays and Thursdays with each vendor's project coordinator and PM to keep sites and construction dates aligned across three platforms
  • Fielded escalations from operations managers, technicians, tower property owners, the RAN group, and FirstNet emergency response teams. Investigated and opened field tickets
  • Tracked corrective actions in Swift Trac. Passed or failed post-repair reviews from the vendor's photos and documentation
  • Created PED-WO IWOS work orders to decommission equipment: director approval, work order, then NEA sets the equipment to monitored
  • Trained colleagues and vendors on AT&T processes and databases with Word and PowerPoint guides and live Teams walkthroughs
  • Sent a monthly reminder to the team and vendors on special events, holidays, and stand-down restrictions
  • Improved operational efficiency 25% with a new project tracking system and process changes
Apr 2013 to Feb 2022

  • Worked base station equipment from Samsung (MMBS), Alcatel-Lucent, and Ericsson. Tracked RMAs for parts and documentation
  • Read alarm conditions, identified the repair, and planned the restoration to keep service disruption low
  • Managed repair tickets, parts ordering and inventory, and site vendor appointments
  • Coordinated OEM vendor and internal team access at WMATA, Navy Yard, and National Airport
  • PIM detection and troubleshooting with spectrum analyzers and RF test equipment
  • Built working relationships with vendors, subcontractors, tower crews, and government agencies. Trained incoming personnel on site standards

PROGRAM DELIVERY

Nationwide LTE and 5G network integrity program

Multi-year, multi-vendor program. I built the weekly status and the reporting framework leadership used to make calls, set vendor performance metrics, and stood up the site audits. I also launched the standing vendor coordination calls that kept mobility and modernization projects aligned.

NETWERKS64 LLC
NETWERKS64
TELECOM FIELD SERVICES

Reporting and closeout tools for telecom field services. Spend your day on the build, not the paperwork. Crews turn field notes into daily field reports and closeout packages in minutes, not hours, using the tools they already have. You review, you approve.

I built the products, the website, the store, and the order-to-fulfillment automation myself with ClickUp, n8n, Google Workspace, Stripe, SendOwl, and Netlify. Same approach I bring to a client's crew: forms, checklists, and workflow automation that fit how the work actually gets done.

Process first. Safety and standards are not optional. If the rule says five business days, the answer is five business days, and I will find the middle ground that still gets the project done.

Have a rollout, an audit, or a paperwork problem?

Send me the scope and the timeline. You will hear back within a day on whether I'm the right fit and what it would take. Based at Joint Base Andrews, MD. Remote for PM and reporting setup, on site across the DC Metro area, and I travel to market sites.
